ACTION NARRATIVE 1:39:07 PM CHAIR JESSE BJORKMAN called the Senate Labor and Commerce Standing Committee meeting to order at 1:39 p.m. Present at the call to order were Senators Gray-Jackson, Dunbar, and Chair Bjorkman. HB 251-EXEMPTIONS FOR HOMEMADE FOODS 1:39:44 PM CHAIR BJORKMAN announced the consideration of CS FOR HOUSE BILL NO. 251(L&C) am "An Act exempting certain foods and drinks prepared in an uninspected kitchen from state labeling, licensing, packaging, permitting, and inspection requirements; and permitting a person to acquire meat from a producer by way of an ownership share in an animal if certain conditions are met." 1:40:00 PM CHAIR BJORKMAN stated the committee is waiting for Senate committee substitute (SCS) for HB 251 that will improve the bill by incorporating a portion of the Crop Act. He stated the committee would hear HB 251 when a draft is received from Legal Services. 1:40:35 PM CHAIR BJORKMAN held HB 251 in committee. SB 146-GAMING; ELECTRONIC PULL-TABS 1:40:42 PM CHAIR BJORKMAN announced the consideration of SENATE BILL NO. 146 "An Act relating to pull-tabs; relating to persons prohibited from involvement in gaming; and relating to the duties of the Department of Revenue." 1:40:49 PM CHAIR BJORKMAN stated a CS for SB 146 was received from Legal Services. 1:41:01 PM CHAIR BJORKMAN solicited a motion. 1:41:02 PM SENATOR GRAY-JACKSON moved to adopt the committee substitute (CS) for SB 146, work order 33-GS1054\R, as the working document. 1:41:14 PM CHAIR BJORKMAN [removed his objection.] He found no further objection and CSSB 146 was adopted as the working document. 1:41:37 PM CHAIR BJORKMAN stated he wants all stakeholders to work together in finding a solution to make pull tab fundraising work best for Alaska-based nonprofit organizations. 1:42:10 PM CHAIR BJORKMAN held SB 146 in committee and removed his objection to adoption of the working document. HB 189-SALE OF ALCOHOL 1:42:30 PM CHAIR BJORKMAN announced the consideration of CS FOR HOUSE BILL NO. 189(L&C) am "An Act relating to the sale of alcohol; relating to the posting of warning signs for alcoholic beverages; and providing for an effective date." He stated that on May 9, 2024, the committee adopted Senate committee substitute (SCS) for CSHB 189 and two amendments. However, an error was found and the intention is to rescind the action in reporting the bill from committee. 1:43:01 PM CHAIR BJORKMAN solicited a rescind motion. 1:43:01 PM 1:43:02 PM SENATOR GRAY-JACKSON moved to rescind the committee's action in reporting out SCS CSHB 189 (L&C). 1:43:13 PM CHAIR BJORKMAN found no objection, bringing the question to move SCS CSHB 189, work order 33-LS0697\U, as amended, before the committee. 1:43:34 PM At ease 1:44:29 PM CHAIR BJORKMAN reconvened the meeting. 1:44:41 PM CHAIR BJORKMAN said further action on HB 189 and HB 251 are pending amendments from Legal Services. 1:45:08 PM CHAIR BJORKMAN recessed to call of the chair. 4:56:18 PM CHAIR BJORKMAN reconvened the meeting and said amendments for HB 189 and HB 251 were not received from Legal Services. 4:57:27 PM There being no further business to come before the committee, Chair Bjorkman adjourned the Senate Labor and Commerce Standing Committee meeting at 4:57 p.m.
